Synopsis: On April 13, 1953, Allen Dulles approved Project MKULTRA under security conditions so exceptional that normal contractual handling was set aside. The paper was cold, administrative, almost antiseptic. That is part of what makes it so revealing. Before there were safehouses, tabloid legends, or the psychedelic fog that would later gather around the program, there was a signed authorization inside the Central Intelligence Agency for a project so sensitive that even its funding channels and audit expectations were bent to fit it. The danger did not arrive as disorder. It arrived as method.
